Most state lottery commissions have investigators similar to the Nevada Gaming Commission but their jobs are mostly to respond to instant scratch-off complaints. They also investigate incidents like the night there were over 50 winning Buckeye 5 tickets sold in Ohio. One player bought over 50 tickets on the same combination and the clerk didn't know there was a $1 million payoff limit. I don't know how much of the $1 million he got, but they did give $100,000 to the person with 1 winning ticket.

Hackers & the lottery...
There is a bit of difference between a hacker and a Lotto guru. Hackers are good at writing code and figuring out ways around security methods, part of it being social engineering (i.e calling a company and impersonating someone to get inside information). It is a lot easier to read people and get around security systems because those are not as random as a Lottery is. I have better systems now than when I was 28. At that time I didn't bother much with regular numbers games like Pick-3 or Pick-4. I wanted only the big jackpot. H yeah that is inpressive/amazing!!
Some states take to certain systems better than others because of many factors, such the amount of ball sets used and how often they're changed.
Any pick 4 players online or in MI, may want to watch this workout closely. If you only hit once a week by finding that certain days of the week do better, then that is great in my book. No ones gonna hit everyday in the same state............notice I said in the same state!!

how many weeks should i back check to know if my system is for real?
How much you can depend on back testing may depend on whether your system is dynamic or static and the odds of the game you're testing. Simulating conditions of pass drawings can be tricky and knowing what the results were can cause you to simulate success.
I prefer to backup my back testing with some forward testing, that is once I think a system is showing some promise I'll use it to make a few predictions and if it continues to be successful then I have some confidence in it.

Protect Your System
Whether we're talking Pic 3 or Powerball (or Pick 12 in fact, if it ever gets to that), a system that produced a (singular) winner might cause some turmoil, if it was proven it was indeed a jackpot predictor .
A system that picked winning number sets constantly would simply result in the game it was applied to not being offered anymore.

Lottery Study
If you want to find some of the basics here at lottery post the first place I would look is in lottery systems.
To learn the pick 3 or 4 game is to know the different breakdowns of the numbers themselves. Each breakdown by category will have their own set of odds of probability.
To know how your game is running with the odds of probability use the deflate and inspector 3 and 4 for past results history.

How Comes
EASY:
1) For me, I have more fun playing PB, and my realistic aim there is to get 5 WB, and if I get a JP, great. I know, I know, the odds are not as good for a PB Pick 5 as opposed to a 'straight' Pick 5, but it pays more. To some of us, the odds are the same regardless of if they are 1 in 5 million vs. 1 in 20 million.
