For the newbies: They delay many #'s (towards end of the month) so it pays out less....happenes EVERY month. Other lotteries (that I follow) conduct their drawings within 5-7 mins of closing. NCEL uses the 15 mins (day) and 20 or so mins (night) to figure out which piece of video (NOT LIVE!) to run AFTER they calculate the possible winnings and what will benefit them the most.
