I don't agree with the policies of some states that allow ticketless claims (excluding subscriptions of course). It is basically inviting fraud. I think it should be a no-brainer that you must keep the ticket in order to claim the prize. If they are under age then how can they cash in a winning ticket. If it was caught, is that not fraud also?
