Cassie, I just moved here from H. Heights and C. Cove area!! We actually lived in between those two cities which is Killeen. The Texas lottery system stinks and has been in the news lately with threats to shut it down due to mismanagement and the Courier system that had been used for years. Texas had no online purchase for their lottery system, though..

I would guess the lottery has determined mathematically that there is a chance somebody could purchase the jackpot once it grows to a certain size through bulk purchases. Even if tickets are quick picks, there will only be a certain smallish number that would overlap. So if they had lets say 5 or 10 percent of tickets that overlapped, they still might make a profit. Yes. It says order or arrange. Very broad language. If you had a huge win with your facts, you could argue it was an informal social favor between friends and hope a court narrows and interprets the law as being overbroad. 50/50 odds at best. It is a big jump in logic for the Texas lottery needing and wanting to ban couriers and then further extending it to a daughter buying her invalid aunt a lottery ticket.
