Scratch off theft does seem to be a crime that's hard to get away with -- except maybe for petty amounts that aren't worth the effort. The thieves who've figured it out are the ones we'll never read about.

that's why we need to have machines put in the stores to take the lottery away from the cashiers reduce the payback to the stores for not being hassled by players , reduce the theft by store employee's , and to in general lighten the load of everyone. I know some people that play big like that those are the exact people that are asked to step to the back but my point is and was we need machines and less human interaction people are scared to scan DL's to play so I understand the state not wantin

Slightly off topic, but concerning scratchers: lt would appear, at least in this neck of the woods that breaking into a convenient store stealing rolls upon rolls of scratchers is USELESS. Spoke to a store owner yesterday he said that every scratcher has to be scanned on site : to activate- before handing the ticket over to the customer- no on property scan, ticket is garbage. It reminded me of that one thief awhile ago, caught on cameras bagging rolls of the stuff. I can't recall the State this

UK store clerk steals thousands in lottery scratch tickets, wins nothing
When I hear these stories about clerk lottery theft over many months, I always question the accounting and inventory control procedures in place at these stores. With proper procedures in place, this would be spotted in short order.

Having possession of lost property can count as theft:
The basic definition of theft has three components:
1. possessing something that belongs to someone else
2. without the owner's permission and
3. intending to deprive the owner of it.

Every Kmart store that is closing stopped selling scratch-offs .... now add storm damaged fire damaged theft lost pulled for not paying taxes etc. TONS of tickets that will never get scratched

Store clerk busted trying to scam undercover lottery investigator
Using the tickets that printed, I would have determined the serial number of the missing ticket, and informed the clerk and the the lottery office that if that ticket got cashed, it was theft.

I am not worried about ticket cashers, tax evaders or money launderers (which does not affect my chances to win), but I am concerned about theft/cheating from store owners (which does).
