I don't see how a vending machine problem is the retailers responsibility.
A vending machine is a way for a store o sell tickets and collect the commission without paying an employee. Why shouldn't equipment the store uses to take your money be the store's responsibility?
Lottery retailer responsibilities. This is per Fla, I would assume other states have more or less the same rules and regs.

I had a similar run-in with a vending machine in PA last spring. I'd put in $20 and got $12 in tickets out when it suddenly rebooted. In PA, the vending machines are just giant tablets, so I'm standing there looking at a blank gray screen with the operating system starting to load. All Publix supermarkets offer lottery terminal games, scratch and most have a vending machine that sells scratch and QPs. WinnDixie supermarkets also offer a lottery terminal and scratch, no vending machine. Enjoy your visit to this side of the Mason Dixon Line.

Hi-tech lottery vending machines- what's your take?
My good ol' Meijer (a Michigan-made Walmart with more focus on grocery) recently installed a hi-tech touchscreen lottery vending machine. When I bought my Mega Millions ticket, it got one number right (70) out of the entire MM number.
However it was HORRIBLE at $1 scratch-offs!
Very lucky and reliable, or does man (with help from the register) triumph over vending machine?

Michigan Lottery cracks down on retailers who cheat customers
The KY Lottery has vending machines so player/clerk interactions should be for cashing tickets, but some of the machines have bad play slip readers bringing it back to square one. oops I did it again. i spent more than i planned and failed to use any strategy, just impulse buying, with terrible results.

A crazy lottery story
I've been in at least one store in PA that only had a vending machine. Since it was a chain store I'm figuring that's likely to be the case in many, or perhaps even all, of their stores. Pretty sure it was a Wawa.

Where is your favorite spots for purchasing lottery tickets?
There are several places I buy from, but I don't really have a favorite.
I buy some of them at a locally owned convenience store that's just around the corner from my home, some from supermarkets, occasionally from a vending machine in a supermarket which is the only lottery vending machine in my city, and a couple of other convenience stores that are on my work commute.

Congrats on your win of 2 dollars that's good with just 5 dollars spent. I like your playing strategy of not buying scratch tickets if they do not have the exact one you want. Like yourself I also check my state's lottery website to check on the odds of the remaining tickets and to check when the new ones are coming out.
