If you won big - would you take the cash option or annuity?
I think a lot has to do with the amount of the Jackpot and the age at which someone is if they are lucky enough to win. If it was a huge Jackpot 100 million or more and I was in my early twenties I would go with the annuity. Even after 30 a year annuity one would be in their early fifties with plenty of life yet to live and should be set for life as long as one spends and invests wisely.

Well I had one line of two numbers tonight and a bunch of one number lines out of my eight lines so no prize tonight and the jackpot was won tonight for one winner of $3.9 million annuity and $1.95 million cash option. That sentence just lists which prizes require an appointment: Lotto TX, MM, PB, anything paid as an annuity, anything over 5 mill. I don't think the state of TX has the authority to make you take the annuity on MM and PB jackpot prizes.

Something looks a bit odd with MM jackpot & cash option.
I've seen that happen before. I may be mistaken , but the annuity amount is determined by current interest rates, or what it would cost to purchase the annuity based on what the cash amount is.

Cash vs Annuity
You must be referring to Powerball and MegaMillions. The secondary prizes (non-jackpot) are paid from the state lottery fund (is my understanding) and there is no annuity option with them. If it was a state lottery game with a $1 mil. jackpot then to get that amount it would have to be the 25-30 year annuity.

Well, there's no guarantee that annuity will be in existence 10 or 20 years from now. Who knows what may happen and poof, money's gone. He would have no control over that annuity. He can find his own investment that can earn interest and be safe.

I was wondering the same thing. Cash value goes up but annuity not much but then the cash doesn't go up much but annuity goes up quite a bit.
