Actually, the probability of $300 M jackpots in MM is slightly higher with new states.
Using pure numbers, the average jackpot will be the same. Just more more hits more often. As this writer points out, as coverage goes up, so do sales, so does coverage, and so on. More sales means more coverage and more hits, but is also means higher jackpots. One of those magical reciprocity things.

What Should Your State Do To Improve The Lottery?

Do away with computer generated lottery drawings
Increase the prize money for nonjackpot wins
Improve the state web site - like have a better statistical section and post winning stores (I like Washington State's map that shows where stores that have sold winning tickets are located)

The jackpot will break its own records for both games. Faster increase of jackpot will result in this.
Unless the game draw is daily, I don't see why it shouldn't be above 200M in 2 weeks roll (4 draws).
