Why is the Mega Millions cash jackpot slow to rise
The last winner was on July 31st and we have only had 6 winners for 2015. Total jackpot annuity won is roughly at $889 Million divided by 6 jackpot winners puts it at $148.1 million average. There have been 2 winners in 2015 below the $100 million mark(1 @ $25 Million 1 @ $58 Million) With that in mind and tonight's draw at $95 Million annuity/$58.8 Cash, perhaps the folks are just waiting on the bigger payout before they jump in and throw a few dollars at it.

Illinois Lottery not paying big winners because state legislature won't pass budget
Supposed to and actuality are two different things here. In the same way lottery winners are supposed to be getting paid but in reality they are not, I see nothing saying that winners who took the annuity prior to this fiscal mess are being paid. Because if they have money for the annuity, they should have the money for the new winners as well. This reads as every payment over $25,000 is being frozen, so I say again, take the lump sum and don't ever look back. You leave yourself open for headach

I would think if you chose an annuity before this budget crisis it would be safe. The annuity would be separate from IL budget unless you needed to claim a winner right now.

Are you for a Cash Jackpot payout regardless of the amount?
The only way I'd ever even consider taking a 30 year annuity is if I won both the PB and MM. I'd take the cash for one, annuity for the other. And even then I might take the cash on both.

Why people who won the jackpot frequently decide to choose money cash over annuity money?
Okay, OP, whoever told you the annuity gets taken over by the government has no idea what they're talking about. That's such a stupid assumption that it truly bogles the mind. Anyway, the annuity is just like any other asset you have...you can put it in your will and designate an heir or family member to inherit that annuity.

Powerball is kicking it up-10 millionaires were made tonight!!.
As of PM 01/28 MUSL is projecting the next draw to be about $322 million annuity. Sales were only over-projected by about $4 million which doesn't amount to much cash to make a big difference. I think the actual annuity was less than $2 million below advertised.
