Publishing pre-test draws is probably seen as not necessary from the lottery commision stand point. The only reason any individual would NEED the lottery to post the pre-test draws was if they could actually predict which numbers would come out if they had all of the data. And if this situation was possible and the lottery was predictable, the lottery would go out of business. Pre-test draws are most likely not posted because they would increase the database size constraints to roughly 6 time

The cap is $25 million, and takes effect whenever the previous record is reached. The way things have been going, it would probably have to roll 4 more times to reach the next cap of 390 million on 10/8. That leaves 24 more drawings before the end of the year.
