States that offer winners the choice of anonymity
Puerto Rico is not a state but the identity of the winner is anonymous. The only way someone can find your identity is if you tell them.

Is owning an island on anyone's wish list
I think Teddi makes the perfect case for NOT wanting to get an Island should one win a major jackpot. The last thing you would want is the Papparazzi hanging out in boats hundreds of yards off shore with their telescopic lenses trained on the size of your gut or reporting back on what you did or did not do now that you a winner. It also helps to remain anonymous instead of getting your name in the news over an Island purchase. In a word: No Thanks.

States that offer winners the choice of anonymity
If you live in a state that doesn't allow winners to remain anonymous, write to your local politicians. It is not about secrecy, it is about safety and security. It is very dangerous for winners to have their identities published. It puts enormous pressure on them from family members. It also encourages conmen to come out of the woodwork.

Euromillions
I think they go public because Camelot the lottery operator in UK give them some benefit by going public that the other winners who stay anonymous won't get..I personally would never ever go public :-)

UK couple tell of £53 million EuroMillions win
You have listed the + 50m Jackpot winners. There was also a young couple in there mid twenties who went public. I personally think going public will give you some benefits from Camelot eg. financial advise that the others who remain anonymous won't get ... And yes it's odd that Camelot is owned by a Canadian pension fund :-)

Euromillions
It's just plain stupid to go public with a massive win if you have the option to stay anonymous. Just ask Adrian Bayford who won 148m 3 years ago on the Euromillion. He went public with his winnings which backfired with a messy divorce because his wife cheated on him with the gardener and car salesmen all this was publicised on the news.

State lotteries head to Washington to enforce states' rights on gambling
If they want to clamp down on the states and they are really concerned for the players then they should pass a law that says all states have to offer anonymous claims.

Calif. man knew he won $1M but lost the lottery ticket
The answer is, play by subscription, I play the Massachusetts Megabucks Doubler, by subscription. If win a jackpot or large prize, they will contact me. The down side is, Massachusetts does not allow winners to remain anonymous. I hope they work on that and change the policy.

Lottery windfalls can buy anything except anonymity
EuroMillions winners can also remain anonymous, as can winners of several other major European lotteries. Europeans are way ahead of the U.S. in understanding the need for anonymity for lottery winners. Unlike most U.S. lottery commissions, the Euros put winner safety above greed-based publicity extravaganzas.
