The bump to $297 million is just a parlor trick, enabled by a change in the interest rate that would be paid on the annuity if a winner actually opted for the annuity. If the interest rates hadn't chnaged they wouldn't have announced such a small change until offering the final tally at drawing time. The change in interest rates just gave them an excuse to inflate the fake jackpot a bit more.

This is because the annuity factor increased (1.85 to 1.869), which decreases the cash value required to fund the annuity jackpot. Prior cash support was only $155.6 million, not the $157.2 million advertised, which is why the cash value increase seems very small.

It is growing faster than before, but only because it is benefiting from the change to 30-year annuity payout - larger advertised annuity on the same lump sum. If you look at the sales per drawing, it's weaker than comparable levels pre-matrix change (though there's not a whole lot of useful data to compare to given that Florida only recently joined the game).

The annuity payout is spread out over 30 years instead of 26 which is why the cash value has gone down on MM. The annuity payments are a bit more heavily back end loaded than PB.

Actually, the cash value hasn't jumped much. The only reason the advertised jackpot went up is because, like Powerball, Mega Millions switched to a graduated annuity, so they can boast a higher advertised jackpot for the same TRUE cash available. In fact, Mega Millions can even boast a higher annuity than Powerball, because Mega Millions pays 30 annual payments increasing by 5% each year, while Powerball pays 30 annual payments increasing by only 4% each year.
