How is this not a massive fraud by the Florida Lottery?

I filed a complaint with the Inspector General listed on the Florida Lottery website and I also sent a complaint to a different state regulating agency and I also contacted several news outlets asking them to investigate. I don't think there is any misprint. I think it is outright lies and deception. Georgia Cash3 and Cash4 still absent from online purchases
Why would they leave Cash3 and Cash4 out of online tickets sales? I can't get an answer from them.
Maybe the local merchants took issue because it would be hurting their revenues, but so would the other online sales that are now established.
Or .. maybe the lottery officials thought that a ton of normal daily winners just wouldn't be worth the investigative hassle in handling an increased amount of fraud cases.

California gas station manager allegedly kept winning lottery scratchers
At least the instant ticket seller had to put some effort into it. Was a time in Pennsylvania, and presumably in other states that used similar systems, the ticket serial number was plainly visible - no scratching needed / no security codes. 11 more retailers suspended by Florida Lottery

The Florida Lottery, suspecting fraud, has suspended sales at 11 more stores, bringing the total to 14 since a Palm Beach Post investigation revealed startling patterns of winners.
Two of the stores were owned by winners profiled in The Post's investigation.
Amit and Nita Thakker have owned or operated various stores in and around Gainesville for years. Since 2005, they've cashed in 226 big lottery prizes worth more than $560,000.

Bitcoin is not without its risks and scandals. I've been following the Mt. Gox Bitcoin scam/scandal/hack/etc and this illustrates one problem for Bitcoin.

Legislator demands greater scrutiny of Florida Lottery
Picker..California lottery Commission has its own Lottery Cops - they arrest vendor's and pull out their equipment if they play fast loose with the rules.
The Host of To catch a Predator ( Chris Hanson ) did a ride along with some of the enforcers out here to nail some vendors who had crossed over to the dark side. The lottery out here does not mess around with crooked Vendors, its jail time.
They did still do sting operations where they will have the Ca-lottery make a $500.00 scratch off

Can lottery organizations control the location of jackpot winning tickets?
Can they? Anything is possible. Somebody somewhere along the line knows where they are.
But are they? I don't believe so. The more people that know where they are, the more potential for abuse and fraud. There have been cases in the past of internal/security people engaging in this activity. But I don't believe it is widespread.

Twelve things not to do if you win the lottery
One group not mentioned in the article is the Multi-State Lottery Association MUSL .
We have some vague idea what they do but does a winner if they choose the Annuity Option see the specific securities purchased on their behalf. Is there a certified audit of the MUSL?
I have no reason to doubt they do what is promised but Enron......World Telecom....TYCO.... Lehman Brothers all were the pillars of the business community then fraud or mismanagement.

I agree about getting a new phone number and PO Box. Unless you have a secure dropslot for home mail delivery, I wouldn t continue using a exterior mailbox because you risk people breaking into, snooping through and or stealing your mail.
Also, these things aren t at the very top of the list, but they do rank up there, especially in terms of reducing identity theft and people who try to perpetrate financial fraud.

Can the MM/PB bouncing balls be rigged?
The draw would have to stand.
And actually, all the other players did nothing wrong, they matched the drawn numbers to various degrees, and would keep their prizes. The lottery would not be out any more money than they would be with a fair draw, so they are covered. That number, even if rigged, is the same as any other number to the rest of the players.
For the perps though, that's a different story. They were betting with inside information and committing fraud. Their monies would be purs
