Based on what we know that's certainly seems like it might be possible. The Lottery is admitting that they've got lousy security protocols that can't prevent people from tampering with the equipment, so who's to say somebody else didn't do exactly what they're claiming Tipton did? What if Tipton didn't buy the ticket but another insider who knew he was going to be on vacation in the future and would be the perfect suspect if something went wrong. This person could have stayed on the job and continued to do things normally and pointed out that Tipton was the only one not accounted for when the ticket was bought.

Do Rng Computers Know What Numbers Not To Pick?
Generally it is wrong.
However a Tipton can program numbers to show up and a Tipton could also program a block so that certain combinations DON'T show up.
In some states it can depend on whether you are a friend or a foe of a Tipton as to whether combinations show up or not.

The Iowa Division of Criminal Investigation has made an arrest in the four-year-old case involving a winning Hot Lotto ticket worth more than $16 million which the winner mysteriously decided not to claim.
Eddie Raymond Tipton, 51, of Norwalk, was arrested on Thursday. He has been charged with two counts of fraud, which are class D felonies.

I'm pretty sure that everybody who doesn't work for the lottery thinks the $16 million that Tipton tried to claim is prize money that the lottery shouldn't be keeping. There's absolutely no doubt that if Tipton didn't have a fraudulent ticket with numbers that wouldn't have come up if he hadn't rigged the game that money would have gone to a different player (or players) in that or a future drawing.

Lottery scandal unlikely to affect New Mexico, official says
The expanding investigation of a former security chief for the national association that operates Powerball, Mega Millions, Hot Lotto and other lotteries is unlikely to affect New Mexico at this point, state lottery CEO David Barden said this week.
