Does anyone really play Lottery as their day job
The 599 dollar rule was in place for one reason. The IRS has neither the money, time and staff to enforce every single person who is a tax evader, especially if the person they audit shows a profit/loss profile, meaning worth the time, money and staff required, so they only go after the big guys.

Also Joker, Don't forget where the ultimate fault would belong! The state that the win occurred in! Remember the states that have lotteries are the ones who do the withholding for the IRS and ultimately transfer those funds on to the Treasuary Department in the persons name and SS number so their income tax account will be credited correctly as not to end up with an unjustified tax audit!

If you only knew the IRS can only go back 3 years! As long as no other years before or now show any fraud in their filings! And since the money wasn't withheld at the time of disbursement to no fault of their own the 3 year limitation for an audit for that year will hold up in a court of law! The IRS is SOL and if you have any doubts just as your accountant or the IRS if you like!

Scratch offs as a tax write off?
You can offset your winning with losses, but you must have the losing tickets as receipts. You are very likely to incur an audit with this kind of write-off.

He will give an account for that. You can fool the people but you can't fool god. When you try things happen. Getting an audit out of the blue, having to spend out more money than he gave his son. He might have fool the IRS not God.

Pennsylvania store manager accused in lottery thefts
the store must me making a lot of money to not miss the money......It wasn't an audit that caught her...........the general manager Dave Shaye testified he found scratched-off, winning lottery tickets in the office without validation documents and receipts........(do they sell fish there????) and he didn't say where in the office he found them........hhhhmmmmm !

Yes, but only worry about all that reporting if the $1,000 was reported to the IRS. Also, in order to make the whole thing work (whether it is reported or not), you need to keep all your losing tickets. If you don't keep them, then you don't have proof that you lost the money if there is an audit.
