N.J. lawmaker proposes a lottery to pay off student loans
A New Jersey lawmaker says the state should try something novel to help people climb out of all that debt from their college days: set up a lottery in which the winning tickets pay off student loans.
State Assemblyman John Burzichelli (D-Gloucester) on Monday introduced legislation (A4631) that would make New Jersey the first state in the country to establish a lottery in which the winnings would go exclusively to college debt.
Any vehicle that could provide some relief it seems to me it

Private management could be Alabama lottery option
If Alabama gets a lottery, private management may at least be an option.
But the Republican leader of the Senate said Wednesday he did not want to commit to any particular proposal, being wary of some of the negative experiences of other states with private managers.
Having no experience in the lottery field, we're just going to have to look at what other states have done and what's worked best for them, he said.

Minnesota paperless, instant-win Lottery games to end
The Minnesota Lottery's experiment with paperless, instant-play tickets sold over the Internet and other platforms will come to an end as Gov. Mark Dayton decided Thursday against vetoing legislation suspending the games.
The Legislature had sent Dayton the bill to stop the virtual games after overwhelming votes in the Senate last week and the House on Thursday. Spokesman Matt Swenson said Dayton would defer to their will rather than veto it, which could have subjected him to a possible overr

Minn. Senate passes bill restricting expansion of State Lottery
Minnesotans soon may no longer be able to buy lottery tickets at ATMs, gas pumps or online, as the Senate overwhelmingly passed a bill Thursday that would restrict the Minnesota State Lottery's yearslong foray into new gambling platforms.
The decisive 56-8 vote was a rebuke to Gov. Mark Dayton, who vetoed a similar measure last year.
Bill author Sen. Lyle Koenen, DFL-Clara City, and Republican advocates of the bill framed the issue as one of legislative prerogative, accusing the State Lott

Judge rules boss must give waiter half of $1.7M lottery jackpot for predicting win
A restaurant boss in England was ordered yesterday to split a disputed 1 million (US$1.7 million) lottery payout with one of his waiters who claimed he dreamed they would win a fortune together.
Judge Mark Gosnell told Hayati Kucukkoylu he must hand 500,000 of the EuroMillions prize to Fatih Ozcan.
The High Court heard Ozcan was so convinced they would win he pestered Kucukkoylu into buying tickets with him, sharing the stake and jointly choosing the lottery numbers.
But when the waiter

Minnesota Gov. vetoes bill to limit online lottery sales
Minnesota Governor Mark Dayton vetoed a bill Friday that would have done away with online instant-play lottery games and barred sales of tickets via gas pumps or ATMs.
His decision ends suspense over a bill that passed with big bipartisan majorities on the final day of the legislative session. The Democratic governor confessed to being torn over the strong message sent by lawmakers and his fear that the legislation was partly motivated by other gambling interests looking to protect their turf

Pennsylvania Lottery to drive profits by boosting payouts
The state House on Tuesday approved a change to the Pennsylvania Lottery that the Corbett administration says will allow it to maximize profits for senior programs by meeting consumer demand for high-payout instant tickets.
State law requires the lottery to dedicate no less than 27 percent of revenue from ticket sales to funding programs for seniors. But most of the lottery's sales growth is from scratch-off tickets, which return less money to the state than do terminal-based games such as th

Pennsylvania will not privatize lottery
Pennsylvania is scrapping a deal with a U.K.-based company to privatize management of the state's lottery system, Governor Tom Corbett said on Monday.
The state struck a deal more than a year ago with Camelot Global Services LLC, a subsidiary of Britain's national lottery operator, Camelot Group PLC, to guarantee $34.6 billion in payments to the state over 20 years to manage the Pennsylvania lottery.
But Corbett's administration repeatedly had to extend the contract after Pennsylvania Atto
