How does scratch off lottery work?
I sent them the question. I'll post their answer here after I receive it. My guess is they dont know where the top prize winners are, but it is certainly possible to design a system so that the state lottery could know the exact location of all of the top prize winning tickets. I'm not sure the state lottery would want to know that information. If they dont know where the top prize tickets are, it's impossible for someone working for the lottery to commit fraud by revealing to somebody else wher

They preyed on the elderly often by trolling obituaries for new widows or widowers and enticed them into believing they'd won a lottery but needed to pay the tax on their winnings to claim them.
Thomas Murphy, 68, a retired principal, teacher and coach from Henderson, Minn., started as a victim. Then, police say, he joined the scam in a failed attempt to try to recoup his losses.

Do lottery tickets expire so the lottery commission can deny paying prizes?
I never could understand why people buy lottery tickets that could be worth millions and just put them away and forget about them. Personally, when I buy my Power ball, Mega Millions, Hot Lotto, Delaware Multi win tickets, I want to know what the numbers are as soon as the drawing is over. I carefully put the tickets in a safe place so that I don't wash them away in the laundry or let them blow out the window of the car, etc.

The system does work, only if you can decide which numbers to play, unless you have $30 budget/per draw.
Perhaps Florida Lottery is legit after all, folks on here are able to predict winning numbers.
When someone predicts a set of winning numbers, their 'system' works. Otherwise, State of Florida is committing lotto fraud.

Your guess is as good as others. Google Pick 3 Genius and read about his (or her) theory. Keep track of the numbers and you will see many times (about 60-70% according to Pick 3 Genius) that the numbers repeat.
Many on here think they have a system that can track key numbers but yet when their system fails, they accused State of Florida being Fraud .
A 3 year old can draw numbers all day and you will not able to guess it, then would you accuse a 3 year old of cheating? How absurd....

It was interesting. The group that won in Ohio was sued by some co-workers who claimed that they got shut out of playing for the drawing that was hit, but the people running the pool had every play documented for five years.

As a resident of upstate New York (not Buffalo) I always disliked the fact that the majority of the press releases for NY's online lottery games show the county where a winning jackpot ticket was sold as either the eight counties that make up the New York City metropolitan area or Erie County. Didn't Play The Lottery Insurance
With some modifications that's actually an interesting idea, at least in the abstract. If you get paid even when you bought a ticket and win I think it's a pretty clear case that the insurance company is running an illegal lottery: you give them money and if your numbers are drawn they pay you. OTOH, if they only pay out if your numbers are drawn but you forget, or are unable, to buy your usual ticket for the drawing there's an argument that they are selling a legitimate insurance product.
