Virginia has NEVER been an anonymous state. If you have any basic google skills, you can find the 4 states easily. Some other states do allow you to claim via a trust like DC. Virginia does not.

He could have gotten the 67% return with just $500 and below prizes, all anonymous cash transactions.(but still liable for taxes) That is about the expected return at that level for larger scratchers, maybe even a little low.
