One state which desperately needs a full audit, including undercover sting operations performed on retailers, is New York. There was a TV news program which covered undercover stings on retailers in California. A few, not many, retail clerks would check a ticket. Cheated winner wants Texas Lottery to pay up
I'm very skeptical that the courts will find that to make the clerk an agent of the lottery.
The court has already made a ruling.
investigators determined that Willis had bought the ticket, and they gave their findings to the Travis County District Attorney's Office, according to police. A Travis County grand jury indicted Joshi on the offense of claiming a lottery prize by fraud, a second-degree felony.

Lottery heartbreak: Florida man says he lost $500,000 ticket
I saw this on the news also. If the news stories are correct in their facts, eventually he will get the money. He does have the confirmation ticket which the lottery terminal printed out when the ticket was scanned. He also has a witness (the store clerk) who scanned the ticket. I'm sure the clerk noticed it was a big winner. The question is how long it will take the lottery to conduct the investigation.

Arkansas lottery retailers to be policed for fraud, officials say
Perhaps you are right. It would be time consuming and I don't think retailers would be very happy spending so much time for a customer buying a #1 ticket.
But without doing something proactive....it is very diffiucult to detect fraud. Pretty much the only way a criminal could get caught is if a undercover agent tests the retailer to see if they confirm the correct winnings.
Right now all they have to do is find a winning ticket and if the ticket is unsigned.....it can be redeemed by anyone

New report criticizes Iowa Lottery security
Ridiculous.
Iowa runs one of the best lotteries in the country, having effectively removed any possibility of fraud or corruption within their corporate structure. The Iowa Lottery doesn't even conduct their own drawings - they use Illinois's numbers for their lotto and daily games.
Apparently, from what I read in the article, the problem rests with dishonest retailers who don't feel compelled to pay their winners, but the Iowa Lottery can't be held responsible for the criminal behav

This whole thing I bet has been going on for years and it's really a case of who's the a8Shole .
Call me one,but i'm a firm believer that people shouldn't be playing any games when they don't know the prizes for their desired games.Of course the store owners should be hung,but it seems a 2 way street.I'm glad they got caught.
I know in connecticut they recently adopted satellites to transmit numbers etc to the terminals and also the screen is facing the customer so when you win ,you see it

As for getting paid in Pennsylvania its easy they print out a paid ticket and the money at the same time. Or they will give you a 'no winner'.
The ONLY thing that I'm getting upset with some of the lottery retailers is not being paid in cash but with a money orders or check. I didn't play with either and take offense that they do that. I will not cash my ticket at those places and
