Let me give you a simple example of a concept of using the Sum parameter to recreate the POOL.
Concept Every Sum will randomize the pool by using INTERVAL POINTS, meaning each Sum brings range of sums. Lets test this assumption(forward-testing) on the State of Washington, then we can make some observations.

Look up for Pool size trend, choose a string
If you are very observant, you will realize that your draw digits comes in three sections of the Pool (0-9), ie
0-6, 0-7 and 0-8, this info reduces your picks from the get go and your focus is narrowed. Lets take Arkansa data to locate your Pool trend: from data below for P3, the pool 0-7 is trending(all draw digits between 0-7 indicated with red color)), so choose the string $02714536$(0-7), for size 0-8 ($0218146357), 0-6 (0261435). For P4, you have 0-7(blue color) edging 0-8.

A Simple Wheel Generator Source.
To resolve this problem we have to specially mark the Matching Condition Combinations as Included and Excluded.
The Included is the initial Random Selection.
The Excluded are the those combinations that have a similar Win Condition as the initial Included Random Selection.
When we're finished selecting all the Matching Condition Combninations, we check to see if we covered all the Pool Numbers.
If we did not get all the Pool Numbers covered, we can Randomly select any of the Excluded
