Unless winning results are discarded, what does it matter when the results are generated? You pull a handle and you win or you lose. As long as the results are random, you win or lose based on the probability of the possible results.

In the U.S. anyway, the State Lotteries are presumed innocent until proven guilty; even they are afforded that right. Extraordinary claims need to followed up with extraordinary evidence. I have not seen any. The burden of proof is all on the accuser. The accuser has not provided any evidence to show that the State Lotteries have 'Rigged' the games. Even though I may have my own suspicions, that's not enough. We Need The EVIDENCE, plain and simple.

Delaware Lotto Won
This was the post I posted almost a week ago about Delaware's Lottery:
1) The Delaware Lotto is RIGGED!
2) It defies ALL patterns naturally found in randomness.
I played it for a long time to come to those two conclusions.

Delaware Multi-UnWinable Lottery
If anyone has noticed, no one has won the multi-win lotto for the past 50 drawings (16 weeks, 3 times per week). Most people I talk to won't play it because they think it's rigged. I'm sure Wayne Lemons will dismiss that and call it jackpot fatigue again.

Pumpi, to answer your question simply, No, an honest RNG does not track itself for number occurrences. Otherwise it wouldn't be a RNG. Even a rigged RNG wouldn't do that because then people would be tracking the numbers that have played the least with the guaranteed assurance that they'll be played more often in the future.
