I don't see how a vending machine problem is the retailers responsibility. A vending machine is a way for a store o sell tickets and collect the commission without paying an employee. Why shouldn't equipment the store uses to take your money be the store's responsibility? Lottery retailer responsibilities. I had a similar run-in with a vending machine in PA last spring. I'd put in $20 and got $12 in tickets out when it suddenly rebooted. In PA, the vending machines are just giant tablets, so I'm standing there looking at a blank gray screen with the operating system starting to load.
