Any state lottery could increase their volume of play by adding proposition bets to their pick-3 game, but as you said the players would still get proportional payoffs of 500 to 1. Betting on one digit in one digit position would pay 5 to 1 or one digit in any position pays even money. Texas already offers pick-3 sum bets so it's not unrealistic if and when state lotteries sell their product to private groups it's possible we'll see all the prop bets offered. In my humble opinion, the biggest mistake is not keeping your foot in the door. I think it's crazy to wait for the PB or MM Jackpots to reach a certain level before spending a buck or two on them. Could you point me to this wheel, I would find it great fun ripping apart and proving I could substantially increase the odds on it. I am sad like that, I have yet to find a wheel anywhere that I did not create which I can't improve the odds on, this is because I understand how to make wheels 100% efficient, I spent a long time working it out.
