Lottery officials said a third man, not the clerk, arrived at lottery headquarters in Van Nuys with the ticket and tried to claim the prize money. Officials became suspicious when the man could not tell them where he bought the ticket and whether it was a quick pick of randomly chosen numbers, simple questions officials said a prizewinner should be able to answer.

you can't crack the lottery with any wheel on a regular basis.
even if you could it wouldn't be stealing it would be winning they are protected in so many ways. Take in way more than they pay out every day.

It's not a surprise to me-
Quick picks are the preferred method of lottery pools. It makes it easy when purchasing the tickets.
It's also not a surprise that a quick pick won the jackpot .This is becoming more and more prevalent.

Good State Lottery websites
Some people here seem not to think much of it bit I like the Missouri lottery website.
Even has a number wizard (quick picks) and has plenty of administrative info on what to do if you win a jackpot.
There's also a number search feature, you just pick the game and your numbers and it tells you if and when they've ever hit.
And there's a fictional little town called Luckytown

LP RNG & computer RNG?
I don't think you are understanding the difference between the RNGs used for Quick Picks (to pick numbers to play) and the RNGs used for the drawings of some games. They are completely different.
I don't think anyone expects the lottery ticket machines to have little lottery ball drawing machines inside of them every time you want to play Quick Picks, but I do think most people expect the lotteries to conduct real and fair drawings using mechanical ball machines.
