The only thing a wheel does is to have you play more tickets and to evenly distribute your set (usually more than the # drawn but less than the entire field) so that you can guarantee a certain prize level **IF** the winning numbers are entirely in your set. Obviously if you play more tickets you are more likely to win. Unless your set has an advantage over a random set it does not increase your odds vs. a similar batch of QP tickets. In that regard I would NOT pay for a Gail Howard style system

So the question should be, if you could, what state would you pool your money with Apples and oranges. Anyone with a clue understands that states that sell more tickets are more likely to produce winners, but that doesn't do anything at all to give individual tickets a better chance than tickets sold in states with small populations.
