You're making a mountain out of a mole hill because the majority of sales in every state lottery including Tennessee are scratch-offs. If some players are worried about paying taxes or have a way of collecting their winnings without the IRS knowing, they'll continue to buy the online game tickets at their local stores. I doubt interstate online ticket sales will drastically boost sales unless a lottery comes up with a must play game. The one area where I do see a potential is raffle tickets.

Before cross selling each game avoided accepting states next to ones already selling their game so when a new state was added its players and those from its surrounding states were added too. In Ohio, many Ohioan won PB jackpots before PB was sold locally, they traveled to Indiana, Kentucky and Pennsylvania for tickets. Adding Ohio probably did add some players but Ohio was probably helped more by selling PB tickets than the PB game was and the surrounding states lost those out of state sales
