Do you think states should stop selling scratch tickets if all the top prizes have been claimed.
Unclaimed doesn't mean it hasn't been sold already or that it has even been distributed to a retail location. Someone could hold onto a top prize ticket until the last day to claim.
Some have theorized that states control the top prize tickets and may end the game before their distribution or place them in places that sell very few tickets to avoid them having to be paid out.

What's the Purpose of the Printed Time of Purchase on Tickets, If Drawing is 15 min to 1 hr Later?
Here a Cash3 ticket from the past with NO PRINTED TIME on the ticket... as I posted earlier.. I remember when the time of purchase wasn't printed on tickets,.. at least here in GA.

81-year-old Mass. man sentenced to prison for part in multimillion-dollar lottery ticket scam
An 81-year-old man from Lynn, Massachusetts, was sentenced Monday to two months in prison for his part in a multimillion-dollar lottery scam, according to federal prosecutors.
Clarance Jones, 81, pleaded guilty in May to conspiring to commit tax fraud and filing false tax returns.

Wisconsin bill allowing anonymity for lottery winners heading to committee
A bill that would allow lottery winners to remain anonymous in Wisconsin will go before a State Assembly committee next week.
The privacy act was introduced by Speaker Robin Vos the same day that a Milwaukee-area man claimed a $768 million Powerball prize this spring. Voss says requiring winners to be identified opens them up to possible fraud and takes away their right to privacy.

GOP bill would keep Wisconsin lottery winners secret
Two Republican lawmakers are introducing a bill that would allow lottery winners in Wisconsin to remain anonymous.

I didn't post about the last two drawings before tonight but same ol same ol. But tonight I played 14 tickets one number with power up.
