And the cash option was only available after negotiations with the Treasury Department to waive the application of the Constructive Reciept rule. Ideally, lotteries could allow a winner to set up their own annuity option but, for the moment, a lottery can only offer the two extremes - cash or long-term annuity.

jimmy:Simple. There are companies that MAKE MONEY, or at least try to, when a lottery winner receives annuity payments instead of a lump sum. Remember when ALL the bigger lottery prizes were annuity-only?

jimmy:The NY Lottery itself does not benefit when somebody wins an annuity (if anything, periodic payments to winners creates overhead for the lottery.) Whoever sells the annuity to the lottery has a chance to make money off of the player's winnings.

Even if MUSL inflated their annuity even greater (say, by extending the payments to 40 years), it would still take them quite a while to get a $500 million jackpot, because of their match 5 bonus pool. However, if MM followed MUSL and adjusted their annuity for inflation as well, they would easily break $500 million.

chew:Online lottery games with annuity prizes almost always now have a cash option. Many scratch games exist (especially in MA and NY) with a top prize of $1 million (or x-per week etc) that are annuity-only.
