My understanding of Law of Averages is if you make up many combinations for a particular game and play them over and over for a period of time, one or more might eventually be a winning match.
Sort of like politicians who claim if you throw enough crap against a wall some of it will eventually stick.

Statistical Sampling Question
Please bear with me, I have what is likely a very basic Statistics question but I m struggling to figure out how to word the question, so I must use an example:
I am taking samples of an event that has 21 possible states. When all is said and done, I have collected N samples and determined the top 2 most frequently occurring of the 21 states (I call them S1 and S2), and have also expressed how many times these states occurred in my sampling as a percentage of N (I call them P1 and P2).

The odds of winning the jackpot in pick10 are 1 in 8,911,711 (from the NYL website). They also have a cap or limit on how much money can be won in a single game. That is $5,000,000. That part is interesting. Let s say, hypothetically, you play the 10 winning numbers out of 20, and pick them out yourself, and say you play the same 10 winning numbers 10 times. More than likely, if you see a prize offered at a game event, i.e. win $50,000.00, these are covered by Prize Indemnity Insurance.

Probably the case. I know that I've seen people pull tickets out of the trash to check them for winners and enter them into second chance drawings. A few months ago, I saw a guy with hundreds of tickets at Publix. He was using the self-scanner one at a time to scan them. He told me that he would enter the losers into second chance drawings. I didn't ask him if he ever won.
In any event, I never get my hopes up with the second chance drawings. I think I'm 0-30 in those things now.
