Please bear with me, I have what is likely a very basic Statistics question but I m struggling to figure out how to word the question, so I must use an example: I am taking samples of an event that has 21 possible states. Probably the case. I know that I've seen people pull tickets out of the trash to check them for winners and enter them into second chance drawings. A few months ago, I saw a guy with hundreds of tickets at Publix. He was using the self-scanner one at a time to scan them. He told me that he would enter the losers into second chance drawings. I didn't ask him if he ever won. In any event, I never get my hopes up with the second chance drawings. I think I'm 0-30 in those things now.
