Claiming A lottery Jackpot Intelligently
1. I only buy my tickets in a state that allows anonymity, and I'd probably claim it as an individual, but when the opportunity arrises I'll be consulting my tax attorney and accountant to discuss my options.
2. Same way I do now. Many think I already won the lottery or I'm in debt up to my eyeballs based on my lifestyle, but the reality is I've done pretty well with my investments. I just don't discuss personal financial matters with friends or family.

These are good points. To me it's a no-brainer that none of this should be possible.
If scratch-offs were being administered the way they should be:
(1) NO ONE would know what lies beneath the material to be scratched off on ANY of the tickets.
(2) Knowledge of the progress of payouts over time would be restricted to the smallest number of lottery officials possible so that if there was any question of fraud, law enforcement would have a short suspect list. If possible, this information

[H]e informed the state, and the state said he could keep using the card. The problem is with the state.
Why all the kvetching? Looks like he's not breaking any laws [and we know how important what de law say is to some people]
Unless the money is federal-tax-free, he will be paying far more in taxes than he will be getting in food stamps .
Sounds like people are bad at math ... or MYOB. There are far worse things tax money is being wasted on -- in far larger amounts.

In MO they cancel the ticket just by scanning the barcode and then press a key. The ticket is then just
worthless paper. When/if someone tried to cash it in then they would be arrested for fraud most likely.
I would say that jimmy purchased this ticket himself thinking that he is proving some sort of point. I
wonder how many he purchased to find this one.
