I went back and looked at WRAL's channel 5 video of the drawing several times and you are right that on the second pick 3 drawing the first two balls, the 8 and the 0, were already selected by the time the camera moved over to the second machine to show it. But you could see the third ball, the 1, actually in the act of being drawn up into the chute.
