This won't stop future shop owners from stealing beside they steal millions each year without being caught. This was only one store busted on $5m theft so ask yourself how many more got away and how many more will get away in future. l always check my tickets myself but as long as there is too much money on the table the Devil is waiting to make a deal everyday. l just saw the movie R.I.P.D today they are the kind of cops we really need lol

This would make a good short story for a book! I think the more likely answer is they brothers may have done some investigating into the Law and found the Statute of Limitiations for Theft in NY is probably 5-6 years. So even if somehow there was any evidence of their wrongdoing no charges can be brought against them......

Congrats to them! This is how every state should do it; winners are allowed to remain annonymous (to avoid all the publicity problems (greedy distant relatives, kidnappings, theft, burglary, stalkers, scammers, beggars, etc) that arise from a lottery win), and the state can release their story without naming names or the city they live in.

It depends on the store.. If some stores have had problems with theft they will scan or some stores it is company policy to scan.. but most are not required.
