As far as scalpers selling the tickest for more than $20 I think it's more than just the better odds. With almost anything you might want to sell there will be a few people that will pay more than the item is reasonably worth, a lot that will pay a reasonable price and some that won't buy at any price. The revenue estimates were way too optimistic but that doesn't mean they can't or shouldn't do better than they have. Budgeting proceeds before they are produced will set the lottery and the good causes it supports up for failure.

South Carolina Millionaire Raffle ticket sales deadline coming up.
Tickets are $10 each, you are given a random number and it is computer generated. Only one million tickets will be sold until the deadline date. - to increase the number of straights, I've thought about rotating through the numbers, not playing them in exact chronological numerical order every time. I'll see what I can come up with for the best possible combinations for straights.

real drawings and predetermined draws
When you step back and look at it, you have to conclude that there are a lot of folks involved in conducting a lottery drawing.
You have auditors, recorders, security and others. I don't know the total number, but, I believe they are trying to do the best job they can.
Now, if the lottery director or operator, or whomever, decides to put in a fix, to increase the jackpot, someone on that drawing team is going to yell 'foul' and call the local news media.
