I've always believed that state lotteries truly want winners, especially big jackpot winners. What does rigging a draw do for the state? I think there are two obvious reasons for the lotteries themselves to rig the game(s). One would be so that a few insiders could divert prize money to themselves. The other, and better, IMHO, reason would be to allow a jackpot to continue growing in order to boost sales. The problem is that no matter how much the people running the lottery might apprec
