I don't think something like Powerball needs to be rigged since even with millions of people playing, the possible combinations of numbers are also in the millions. That is why even with millions of people playing different combos of numbers no one manages to win. Scratch off tickets, on the other hand, I believe can and are rigged, at least in Florida. You can see my other post for more information on that, but in a nutshell Florida released a $25 scratch off game 2/24/15 promising 4 10-million

Can Lottery Ball Machines Cheat - Be RIGGED ?
To have a decent conspiracy theory, we need a legitimate reason why any state lottery would cheat and take the chance of killing their cash cow.
You've hit the nail on the head there. We see threads of people complaining all the time about rigged draws, and about the lottery intentionally drawing least picked combos and creating rollovers, etc. Now that has got the be the absolte WORST REASON EVER to commit fraud in the lottery, just so the lottery can get a little more profit!?

Probably should have included the winning numbers.....in Ohio when they suspended 4414, the winning number was 9104. In NY when they suspended 1549, the winners were 1253 and 7936. In both cases people were still able to purchase the winners. The people most affected were the ones who wouldn't have any other number, and would have lost anyway.
Now if the lottery were rigged, the state would continue selling those numbers knowing they were losers, making easy money, and people would say, Oh,

Just the opposite is true. The fact that the states do suspend sales of a number proves it to be a honest game.
If it were rigged the state would continue to sell that number and ensure it were not drawn.
The reason for suspending the sale of a number is to ensure the financial integrity of the game according the the Ohio website. Here at LP there is an article where Ohio suspended sales on 4114 (Buckeye football score) when it reached a potential payout of $6 million.

Until people believe that the non-physical computer machines are more fun than the ping-pong ball machines to view. People will most likely view the machines as rigged in the favor of state.
They can hold way to much data on past results. Perhaps just to verify they are working statisically within bounds but the whole thing smells like rigged slot machines to provide money supposedly for schools.
However only a small portion of money really ends up there.
