I don't think something like Powerball needs to be rigged since even with millions of people playing, the possible combinations of numbers are also in the millions. That is why even with millions of people playing different combos of numbers no one manages to win. Scratch off tickets, on the other hand, I believe can and are rigged, at least in Florida. Probably should have included the winning numbers.....in Ohio when they suspended 4414, the winning number was 9104. In NY when they suspended 1549, the winners were 1253 and 7936. In both cases people were still able to purchase the winners. The people most affected were the ones who wouldn't have any other number, and would have lost anyway. Just the opposite is true. The fact that the states do suspend sales of a number proves it to be a honest game. If it were rigged the state would continue to sell that number and ensure it were not drawn. The reason for suspending the sale of a number is to ensure the financial integrity of the game according the the Ohio website.
