Would you still turn in dishonest Lottery Clerk even after they gave you your full amount?
My short answer, in most cases, is no. There are so many variables though. If it's one of those dinky corner store joints, I just wouldn't go back there again, maybe post what happened on Yelp or Google. But if you mean report it to whomever the manager or owner is, first, there's the old your word against theirs stalemate, and then there's the set up where the clerk is the owner's relative, or more likely, it's such a minor thing, the owner just doesn't care. They are flow charts of how it's done. First, select the random numbers,then run them through a process to check the random numbers against what they've collected from the actual tickets played and throw those number sets out.

The Math exposes this corruption.. just as CLEAR as counting your change, but finding that the cashier short-changed you...

The Law of Large Numbers (a.k.a. the Central Limit Theorem ) says that as the number of independent trials goes up, the variance goes down and the mean (average) of the trials will approach the expected value. A lot of beefs occur because a player, often a tourist, thinks they know a lot more than they do.
