I have done some skip tests with this grouping of numbers, applying a progression, using $0.25 boxed bets, and using 5 as my skip. Meaning, that if these numbers are out 5 draws, then start betting on the 6th draw, all 68 numbers. I will experiment with 4 as my skip target too, but that would require a larger bankroll.
So far, with 5 as my skip target:
ARIZONA: $106.00 profit, largest drawdown: $34.00

Mass. House to Lift Lottery Aid Cap
Massachusetts State Representative Daniel E. Bosley (D-North Adams) today announced that the upcoming House Ways Means budget will lift the cap on Lottery aid and send the highest levels of local aid to cities and towns in the Commonwealth's history.
The proposed total spending represents $920 million, an increase of $158 million over the current fiscal year expenditure and $260 million over Fiscal Year 2005.

Now...if we could only find a Pick-4 version!! :) Now, the 11th draws out is a number I derived from 20 boxed combos/220 boxed combos overall = 1:11 draws
Anyway, here are my findings for ARIZONA for 1/1/05-12/5/05:
HHH/LLL combination: Max Skip: 25 - Average Skip: 7.44
If using my progression, and starting your wagering after the 11th drawing out (i.e., start betting on the 12th draw), boxed, $0.25 bets: $197.50 profit

Tax on interest question
Interesting thread here. I agree that federal tax on long-term capital gains is capped at 15%. But, for interest income (e.g., from non-muni bonds and CDs), it is taxed at your income tax bracket (currently at 35% for the highest level - which you would be if you generate over $314000 in income).
I agree though that muni bonds are the best way to go to avoid federal income tax. If you can get munis in the state you reside, they are often exempt from state tax and even from local tax as wel

It is a superior court, which is seated somewhere in the state, and the ruling is binding to the entire state, not just one jurisdiction.
You're the one who brought up something about manditory precident . I really don't think that term exists as a de-facto legal term. Precident is precident. I'm not sure why you created a new form of precident called manditory .
I started out by saying that the ruling would not create precident in other states, but it is a landmark
