Lottery pool can't be a business in Tennessee

The laws against this are pretty universal. The reason is that a pool manager collecting a fee for issuing tickets constitutes acting as an agent of the lottery. Even if he/she has a lottery license it is against most regulations to host a lottery pool if he/she receives compensation without participation (and in some places, altogether prohibited, compensated or not...again it's all about acting as an agent

I increase my odds by having a 1 in 100 chance to scratch a book of 100 tickets, something I would not otherwise do.
I make no profit off of the pool itself. Any profit I got would be after winning the pool, if I were to be so lucky.

Regarding sharing a jackpot
It probably depends in which state and there isn't that type of info on the NY site. Some states will only issue one check even if they know a pool won the prize. I'm pretty sure if the jackpot is divided by a pool in the states that allow multiple checks, each check is for the same amount.
Might check with an attorney and may need to form a trust to distribute the money in uneven amounts.

Well, you're not reducing anything as far as the odds are concerned. Playing more combinations increases your chances of winning. Playing select combinations does not.
