Maryland's bonus match 5 would either go back to being a tax free jackpot prize or have incremental dollar amounts added to the pot for every day it's not won.
Perks for purchasing pick 3 or 4 games would be year round double your winnings on selected draws, bonus tickets and or matching 2 front or rear numbers.
Make the games more interesting for people to want to play.

When you go up from 1 number per draw to 10, you expect to win sooner.
That expenses increase by 10 times over the 100 draws, but in the end:
10 X 100 Draws= $1000
And:
1 x 1000 Draws= $1000 also.

There are no published statistics to determine a batting average on what method (QP v PP) works best. There is only an unfounded claim that cannot be disproved or proven. Sales of tickets go up when jackpots increase, so to say one method is superior without all the facts is really an Assumption. If PP s did not work for the players what difference does it make? $85.7M Powerball lottery jackpot is Lousiana's 14th

One ticket purchased in Baton Rouge, Louisiana, won the $85.7 million Powerball jackpot Saturday night, the second-largest single amount won in Louisiana Lottery history.
This latest winning ticket brings the total number of Powerball jackpot winning tickets sold in Louisiana to 14 since the Lottery joined the multi-state game in 1995. The last time a Powerball jackpot-winning ticket was sold in Baton Rouge was February 2005.

Georgia Lottery profits up in 2010
Another good year for the Georgia Lottery meant more money for the state's pre-kindergarten and HOPE college scholarship programs, but it isn't enough to keep state officials from worrying about HOPE's future.

$50M Lotto Max jackpot finally won
The MM and PB controllers said when cross selling of the games was authorized that a third Jackpot game is in the making. They didn't give any details about the new game. Just a few hints that it would be different.
Given the games offered now, one has to wonder what would a third game entail.

I have to disagree with your theory about spreading the winners around. Consider that most jackpot winners are quick picks. Now unless you're saying that the lottery powers that be are saying something like, Look, someone in that town with a population of 256 just bought a QP, let's make sure it wins , then the theory isn't valid.
