Very true.... no financial adviser has a perfect track record, they all have managed to lose the clients money at some point during their careers. Investing whether done by a financial adviser, or if you do it yourself, involves risk of capital. The best you can hope for is that you have an adviser who is honest, knows what they're doing, and has a good track record. It's on the investor to find that particular type of adviser, and to be capable of understanding exactly what it is the adviser is

It's not really important in the scheme of things, but the ticket record will have all of the details about the ticket, and I'm pretty sure they don't just do a database search to see if a ticket has the winning numbers and then announce that VT sold a winner without checking the specific ticket record.
