California Gov. calls for expanding, privatizing lottery
An Example of using Lottery procedes as standard tax revenue. More states are doing this, and have been. Since lottery revenues are fairly predictible, states have been using those funds as a substitute for taxes. Instead of raising taxes to pay for something, they use lottery money. For example, say a state spend $1 billion on education last year. This year, it needs 1.1 billion. Normally, they would raise taxes to cover the gap. Now, they'll take $100 million out of the lottery fund.

Looks like using a digits frequency counter by position for the last 22 past draws and you pick the 5 digits by position that are the most hot or came out the most often. Then you wheel them as 5x5x5=125 straight combos. I think that he means to say that the whole workout has to be repeated each time that you play a draw, that is every-day. In my my opinion, (would love counter opinions) All the systems in the world can't beat plain, old analysis of actual draws in order of most recent to past results.
