Sick of traffic, man stops and buys lottery tickets... and wins $5 million
Thank goodness for bad traffic.
A Long Island, New York, electrician got sick of waiting in a traffic jam, so he pulled over at a gift shop to buy scratch-off tickets and won $5 million.
Thomas Mainella, 62, was driving home from work in December when he hit a road detour in Plainview. Rather than suffer though the bumper-to-bumper headache, he pulled over at Sunny's Cards and Gifts to pass the time, he said.

Colorado Lottery chief to leave at year's end
Colorado Lottery Director Abel Tapia will retire at the end of the year.

Giant Outliers in little old Pick 3
OK I looked at California midday - ran what is due on Lotosoft - then selected top 6 straight due numbers for $90/play (note, the top numbers were only 7x due - not a major outlier)
Since Pick 3 numbers are machine generated and machines are mixed from mid to eve, I consider CA only a single pick 3 game with two draws per day, soplaying all these numbers for both mid and eve, produced a Straight win in 4 plays, details are:

Hi,
I agree with point 1. conditionally. There is currently no system that can will allow everybody to win consistently. Please note that in California, 6% of the dollars recieved always goes to administrative costs. If the game is paramutel, the payouts are scaled accordingly. Reguardless, there is always enough money.
About point 2.....
I think it depends on diffferent factors.
What is a winning system? One that produces a positive cash flow? Is it one you can retire with?
