That's a stupid question. There are two problems with your nonsensical query:
1) that isn't current tax law
2) very few people can choose how much money they make in a year, especially with such a huge difference like that. And with the lottery, you certainly don't to choose how much you win.

Not really. You only have so many drawings to hit a lottery. You absolutely have to at least cover every one with at least one ticket. This worrying about what the jackpot is secondary in importance. Since I'm not a moron, I'd love to have paid taxes in the 70% bracket. To do that I'd have needed taxable income of more than $215,400, which is equivalent to about 844k today. Also because I'm not a moron I know that I'd only have paid 70% on the taxable income in excess of that 844k (in today's dollars). Those are people who have figured out a way to buy enough tickets to win a jackpot in a game in which the progressive jackpot is high enough to justify the investment (the Massachusetts roll-down, the TX lottery recently). Of course the system would not know if you picked the numbers 1-2-3-4-5-6. You definitely would not get much money if by some miracle the numbers hit because about 10K people a day play 1-2-3-4-5-6. This reminds me of the TV show Lost. When the fans of that show played Hurley's lottery numbers of 4-8-15-16-23-42 in the ($355M) Mega Millions drawing in 2011 and hit 4 out of the 6 numbers and 26K people won $150.
