This is a very good thread with excellent arguments, the Hoosier Lottery did get caught cheating with their scratch offs a while back when someone had the resources to purchase numerous amounts of tickets based on the remaining prizes only to find that the remaining prizes were not reported correctly and to my knowledge all they had to say for themselves was oops, it was a mistake.
