The easy way to get states to stop using RNGs is to boycott the games. If people simply stopped playing those games, the loss of revenue would cause the states to go back to using balls. As long as states keep recording record sales, they have no incentive to change operations.

$650 MILLION: Powerball lottery jackpot skyrockets
Sales have been on a decline for some time now. It was raised to 650 million after no one hit Saturday night. Alnost 48 hours later it has not been raised yet. If you look back to last year when the record was set it was sitting at 334 million and no one hit and they announced for the next drawing a JP of 400 mill but with 352 mill in ticket sales it ended up jumping from 400 mill to 528 mill by the time of the drawing. $535 MILLION: Huge Powerball sales sparks early jackpot increase
What a difference a year and 7 months makes. The record progression was 334 528 948 1586. Based on the currently published estimates this one is 356 430 535 650. If the last makes it all the way to 950 that's still less than half of the increase we saw through 4 drawings for the record jackpot.
