It's said that Non US residents won a US Jackpot before,any press about this?
I don't think a lottery would ever stop a non resident from playing. It's too profitable for the lotteries to sell as many tickets as possible since most tickets end up being worthless pieces of paper after the drawing. Even if they decided to have a rule designed to stop non residents from playing, it would be difficult to enforce such a rule. I for one, wouldn't want some clerk at the 7-eleven asking me for my passport or SS number to prove my citizenship.

Math or Data help please
We have made a graph showing a few more levels above the First and Second Order Work Equations to see how the increasing levels become very erratic at the beginning then smooth out.
This is what we can do when the sample rate is increased between draws.
Out at 20 levels, the Work Equation is extremely erratic near 1 draw difference from the last event.

One of the most reliable winning Plays n' Pick-3 ! Truth
However....... based on this game history.
We might consider changing our 3 day play Window .....from the 8-9-10th draws ......to the 7th. 8th. and 9th. draws and then stop. We should check to see the most effective window to be sure.
Since this is a rare event in most of the individual state games .....and better for Multi state plays that will present this situation more often (perhaps every day)...... we should try to base it on the math.

I on the other hand am not sorry to disagree with Ronnie Floyd. They think this event never happened, that Miles being a present or former crackhead is imagining this- its all in his head. You get robbed and suddenly you the bad guy. This family did not want a jury trial because the jury would have seen through their BS.

If I had to live my life after a JP win worring about getting robbed, why would I even play the lottery in the first place?
There are plenty of wealthy people driving around in expensive vehicles all over the world. And If they get robbed, I'm sure they have the premium insurance to protect them. Not to mention it's a rare event.
Besides, people who aren't rich worry about getting robbed everyday, even In good neighborhoods.
