I have been running a LOTTO649POOL based totally on this question. My opinion ? YES !!! your right, it is not a random event, Odds of winning Lotto 649 is 1 in 13,983,816 in each draw. As mightwin said, expect zero return Once a player makes a bet on anything, whether it's $1 on a lotto ticket or a 'nickel' ($500) or a 'dime' ($1,000) on a sporting event the only practical approach is to consider that money already gone. Anything that comes back is pure gravy. Anyone who loses and wants their money back has no business playing in the first place.

I know what you thinking anybody could play 41 combos and get a hit, and thats probably true and I would agree with that. Yeah, ever so often we read of some lowlife doing bad things.This guy was pulling this crap in a few neighbourhoods and probably got comfortable thinking he could get away with it.
