Tucker is right. The cash jackpot is the real jackpot. If a winner chooses the annuity the cash amount of the jackpot is simply invested to pay the annuity. The annuity payout is promoted in advertising jackpots to look better.

They don't earn any interest on your winnings. You get all the interest. This is why the sum of annuity payments is about double the lump sum value. The reason why they advertise the annuity value and put the real number (cash, today) in small print is only because it's a larger number. People see a larger number and they're more likely to buy tickets. It's not false advertising but really sneaky and I don't like it.

If they advertise $794M, they get less excitement/sales than if they advertise $800. I more or less agree with your reasoning because, even though it's a small difference in the grand scheme the lottery would be offering a few million bucks more. If you look at advertised jackpots from the past I think you'll find that for whatever reason they take their best guess at sales and stick with that number.
