Mega Millions and Powerball Race
There have been a lot of complaints about the Mega Millions jackpot growing very slowly. But this is not just a Mega Millions problem. Sales in general for lotteries is down. The Powerball jackpot is also growing slower than it has in the past. The current Powerball jackpot at $384 million was reached after 25 rolls. The record jackpot for 25 rolls is double the current jackpot at $768 million. Patience is required if you are waiting for the next $1 billion jackpot.

Undercover Oregon Lottery investigation found retailer employee stole $25,000 winning ticket
Prolly would be few if any complaints if a retailer cheats a winner, the winner wouldnt know.
I mentioned before that in TX when a winning ticket is scanned there is a chime. I would tink most if not all states lottery terminals do the same now days.

New Jersey Lottery launches mobile prize claims for large prizes
In the last year, the New Jersey Lottery has streamlined and redesigned its claim form, making it much easier for players to file claims.
It also put in a new system where players can receive their claim payments through direct deposit. And, lastly, comes this exciting new cell phone payment system.
Kudos to the executive director and his team that listened at last to years of player complaints about how long it took to get paid on claims above $600 or almost any claim for that matter.

Conspiracy theory!
The ticket was sold close to the cut off time. So what? Your chances of winning have nothing to do with the timestamp on the ticket. They're all the same.
The winning ticket was from Kentucky, and Kentucky hasn't had a winner in a long time. So what? Shouldn't it be the opposite, that they're due for a winner? (not that it would make any difference, as the lottery doesn't pick a state to win, though that's another conspiracy theory)

MegaMillions ticket reprint fraud by a store associate?
I'm in Florida. I've no idea if Florida Lottery software has reprint functionality included in it or not. This is the first time I've ever heard of such a thing, but I can see why it might be necessary and potentially have a positive use(s). I might ask a few clerks here in Florida if they've ever heard of it, or maybe I'll just send an email to The Florida Lottery and ask them if they have reprint functionality in the software.
