My thought is if a person is struggling financially that they can't afford an extra dollar, they shouldn't be gambling in the first place. It's easy to say it's only 2 or 3 dollars , but if finances are that tight, don't blow it on the lottery, or any gambling.

People who have gambling addiction should not gamble. People who live paycheck-to-paycheck should not gamble. That leaves about half the population.
